Government of Uganda suspends the electronic penalty system traffic fines after complaints from the public

With information that was released yesterday by the ministry of works and transport, the electronic penalty system for traffic fines was temporarily suspended for comprehensive review. The EPS system is a newly generated technology that was developed to issue out automatically traffic fines to drivers due to reckless driving behavior and over speeding beyond the recommended speed limits of 30km/h.

The ministry of works and transport spear headed by Gen Edward Katumba Wamala announced yesterday on the 11th of June 2025 that the electronic penalty system would be suspended with effect from midnight.

It is understood that the suspending was due to the complaints from the nationals of the republic of Uganda, who said that the EPS system was causing more harm than good because of its unfairness and causing confusion.

Why has the electronic penalty system been suspended?

It is believed that the EPS has temporarily been suspended for one reason or the other, some of the reasons include;

  • The Ugandans complained that the prescribed speed limit of driving at 30km/h was unrealistic hence deeming it too low. They later complained that it’s really hard driving without exceeding 30km/h
  • That not being enough, they later brought out the point that the issued fines were too high and deemed unfair as far as the money economy of each individual is concerned. The fines range from UGX. 200,000 to UGX 3,000,000.
  • Others claimed that the system is to focus on collecting money from the nationals of Uganda rather than enforcing road safety. Thus terming it as something that will do more harm than good.
  • Lastly, drivers complained that there were no clear road signs showing the speeds at which one ought to adhere to while on specific roads. This would lead to a case where drivers would drive without knowing whether they are breaking the electronic penalty system law or not.

A famous lawyer in Kampala known as Mabirizi claimed that the electronic penalty system was not officially published in the Uganda gazette and therefore claiming that it is illegal.

What the government has said

The government of the republic of Uganda through the minister of transport and work, gen Edward Katumba Wamala said that the electronic penalty system will be reviewed and the minister will give more details about the system today. He urged drivers of Uganda to continue adhering to all the traffic rules and regulations so as to enforce traffic safety and reduce on the number of accidents on the roads of Uganda
